I just checked on half life deathmatch. I can't even get into the server
list there. It says "can't access master server" or something to that
effect. I downloaded and played the hl 2 demo the other day. That thing
didn't have a time bomb or something in it did it?

I have read the messages from march. I wonder why the console error occur.
The server is set to sv_allowupload 1.
The message appear in the console and the file is not in /downloads. Some
time later the file is in /downloads.

Nope, on the old engine, HTML is only available in CS and DOD (oh, and
probably CZ as well). I believe it's only for games supporting VGUI2.

depending on instances of different servers running on it, as a loose
rule of thumb I'd personally have it on if you use more than 1
