For us that have been playing cs since beta this has allways been a problem
and will allways be.what ever valve does , unitedadmins , adminmod the
cheaters seem to have new hack wiht in a day of a new anti cheat release. Also

"custom" map)
I must say implementing bots seems a strange choice to allocate
resources to when there's so many more important things that
need doing.
Why are bots not important? Well primarily GSP's wont allow
you to use them as they eat CPU.

I seem to recall a response from Valve regarding lack of Valve Anti-Cheat in
CS:Source in the beginning of December. I do believe it stated that we
should look for big changes in VAC at the end of January, including the
inclusion of a new "version" of VAC in hl2 source mods. I could be mistaken
but
It stops players from fiddling with how many actions they can perform
within a given time period, supposedly. There is probably a more
technical explanation but its not like you will get an answer from
Valve on the issue so you really don't have too much to lose.
And no it shouldn't affect normal
