Ya, im confused on what those 2 should be set to on 32 slot server to give
people the best performance as far as connection. I still have sv_maxrate 0
and minrate 1, im thinking I should force people to at least 3 and
max at 6

Just wanted to let you know that the plugin seems to have worked for me.
Before i couldn't get the server to stay up maybe 15 minutes after it
filled. Last night, it didn't crash at all. :)

install the plugin at? Ive done sourcemod plugins and have used Beetlesmod
so I am somewhat dependent on premade stuff.
