I feel like I'm missing something simple and stupid. I install hlds/linux via steam, it installs in the normal manner. I change *nothing*. I run: ./hlds_run -game valve and it works fine. There is no quick answer. Valve borked the server list. Busy servers now sit idle. Valve thinks it's the next best thing to sliced bread. Those who now have traffic also think it's great. Those that have idle servers that used to be busy think it sucks. In your case, you are basically screwed.

Valve still markets Half-Life and CS1.6. They sell it today, therefore they will not phase it out tomorrow. At the very least, they would have to compensate all of the people that just bought it, only to find it discontinued, and I don't think they want to do that. I think that CS1.6 will be around
