If you don't have the compiler library, you can't use "normally" compiled REXX execs. The compiled execs on the S-disk are exceptions. Somehow the VM lab got permission to ship and use a special(?) version of the compiler library, and these compiled execs do not call EAGRTPRC but DMSRTPRC. For p
