As usual, the solution is simple and (with hindsight) obvious ... z/VM now only supports 3203 printers Change directory to SPOOL 000E 3203 A and it all works just as one would expect. Thanks to Tom Paul for his (off-list) discussion of the problem - he helped me to, 'emiminate the impossible'
