But still i personally feel that Certification from ILUGD
still can help students and non-students could get a better platform

The JRE is free as in price. But it's certainly a proprietary software.
It's really sad to see how OOo is becoming more and more Java

the Open Office 1.1.4 that comes with has following description

Shut down Squid, remove swap.state. Start Squid again.
Or flush the cache content.
