I think I found the answer to the problem working off-line with Kurt. The original version of Usertool was written in a 16 bit DOS environment. In 2006 I updated the program to work within the Windows with a Windows GUI. If anyone is still using a version of usertool that requires you to creat

FYI I have gotten Usertool to work on Server 2008. It's been monthes since I set it up, but it wasn't that hard. I know you need to ease the password policy or make sure you have passwords that adhere to the policy. If not, usertool will throw an error. Also, if you change the password poli
