I do this using a local policy on the XP machine. I then set the
background to a GIF on a server. The down side to this approach is that
if you install SP3 it will no longer work.

Without taking away right click you are better off using the BGinfo
program. You set it so the desktop you want is the default on startup.
The kids will be able to change it, but after a reboot it will be back
to the default
