in Drupal.

There is Fill PDF http://drupal.org/project/fillpdf for Drupal, but yeah,
it's basically using PHP/JavaBridge or pdftk (which can't stamp images).
There is also Seta-FormFiller and Seta-Stamper, but they are
cost-prohibitive for some projects. Maybe someone could start a Kickstarter
to raise enough

Ouch, Mono sounds like a heavyweight requirement for a lot of web frameworks.
But can't you just write a module for Drupal that is a wrapper or a bridge
for iText, running in Java?

I think you should use Apache and Mono, by the module mod_mono.
Because Mono run in all Linux distros.
So if you use Mono that is a .NET free implementation, you can use
iTextSharp by calling a webservice or little program to do the task.
But, I think are java solutions in the same way too.
