Just want to see if I understand. If you add the append="hdb=ide-scsi" line to your lilo.conf, then does that line cause the scsi module to load? Or do you need to compile scsi support in to the kernel, AND use that line? And if you have hdb and hdc, cd-rw and dvd, do you need to add hdc=ide-scs
