Is this inlet and anchorage suitable for a 38 'catamaran, 3'8" draft? Winds
are expected to be NW 20-30. This looks like the last possible inlet
southbound before Norfolk. Anyone with experience here please advise and give
anchorage directions.

I did find that locks on Chamblin Canal, between Seaway and Lake Champlain, are
23' wide. I also found pictures of Lock 10, it looks destroyed.

If you don't find anything there, scroll through the menu, using your
owner's manual, the CEF should be around 90%. 100% or less than ~80%
indicates a wiring problem still.
