The citations in the PDF text have the color lightgreen (or so) which is

'todo' and 'fixme' can be selected from the available modules list (and
can be used in Lyx to their full extend) but 'csquotes' is not in the
list of available modules.
However, TL2016 shows it as installed:
csquotes 39538 (5.1g)
to do it as root?. If the folder /usr does not have
permissions will leave not write anything. I have the 2016 TexLive
manager as root and have no problem.
