The defect is that the OS does not automatically
invoke VO when VO has been previously turned on
in an account. It refuses to do this even if
there is only one account and it has VO turned on.
In addition, the setting you describe is not exactly in an easy to find place.

Yes there are more voices on the mac. Go to voice over utility, speach, and
then voices, go to the pop up where you can change the voice, then go to
custom. Once there, it should give you a list of voices to choose from to
