If it is because of the kick stand switch, it should still start up while
in neutral.

Maybe a kickstand switch? I don't know if the 250 has one or not, perhaps
one of the guys that has owned one can say. The other thing to check is the
Run/Off switch on the controls, it's possible that got switched.

I got this bike as a learner bike, and last Wednesday, I dropped it.
