I use WordPress for a few sites I host off a WAMP server and it's super
easy. If on Wordpress.com simply create a new account, select a template,
customize it, add your plugins, create some pages, and start blogging.

DotNetNuke is pretty complicated. Joomla seems a bit easier to implement and
manage.

Yep! Joomla doesn't come with built-in blog functionality and to me works
more like a CMS than a Blog. For instance, I'd consider MyItforum.com more
of a CMS solution than a blogging solution. I say if all you want to do is
write and tag articles then go with Wordpress for blogging.
