I don’t think anybody really knows what you’re talking about. You’ve quoted a
prefix claiming it’s in Christchurch. Whois and routing I can see shows it’s
allocated to GPLHost and is advertised by their ASN (45887). Everything points
toward Singapore location.
It looks to me like GPLHo
A traceroute to an address in that /24 from Auckland ends thus:
817 ms15 ms16 ms v-cr1-alb.cr3.wlg.dtsanz.com [202.174.183.234]
920 ms21 ms23 ms 202.68.88.217
1022 ms21 ms23 ms 103.68.122.xxx
so it is indeed ~180 ms closer than Singapore. Just shows how
It's not that there is no feasible way for an operator to determine it's an NZ
prefix - it's certainly determinable via existing means and the big players
already do it with these tests (such as latency) built directly into their web
apps.

If you don't "own" the IP's your options are likely limited or none. You
could try and contact the GeoIP DB's like Maxmind but chances are they
will not accede.

I think if you want the geolocation to be accurate, you should make
sure your APNIC data is correct. You should also contact MaxMind who
operate the most popular IP geolocation service. I don’t know what
evidence they will require, but it may be more than you’re currently
offering with the APNIC
