All sorted, it in fact was permissions on the /tmp directory apparently.
My ISP set them incorrectly.

Any questions? Get answers on
Verify that the password you have configured for the POP3 account is
accurate. Sounds like it is incorrect and when it tries to use the
incorrect password, after so many attempts, the account is locked out.

Sendmail is working now, it is postmaster_POP3 that is not working. I have
installed Net::LDAP in an attempt to get it working, but still says can't
connect to server.

By the way:
Sendmail is a MTA and NOT a POP3 server
If you want POP3 services install Dovecot or Cyrus as well !

When I installed Fedora 5, Sendmails SMTP port option was configured as
localhost. I use Webmin for most of my configuration, so in Webmin I switch it
to "default". Maybe you have the same problem.
And after that all worked like a charm

Yes it was, thank you. The router has two sections for port forwarding
and firewall exceptions, and even though port 80 was forwarded, the port
had to also be allowed in the firewall settings.
