redirect the user successfully.
Ideally, we would like users to enter only "http://serverFQDN/otrs"; (without
the trailing slash) if possible, but we'll settle for just getting this
redirect to work.

just fine, but deposits them in the Acme Publishing queue, not the Acme
Publishing::Incoming queue.
So, where do you all think I have gone wrong?

We developed this feature at the suggestion of one of the customer
service reps, who was very good at process efficiencies.
