As this problem appears to be with mysql, I suggest consulting
http://dev.mysql.com/doc/#manual
I'm not a mysql guru, but this error message seems to indicate charset
problems.

Basically the error message tells you that OTRS can't find any user data
corresponding to your login name.
The next step would be checking the database table otrs.system_user for
any irregularities.
