I don't find any references to this target in the ports tree. Attached
patch retires the target. Should we keep it around for anything?

I'm finally back online after getting swept up in the war on spam.
Anyway, here's yet another patch falling out of my port-survey process.
This one removes ftp.is.co.za who has been missing 99% of the distfiles
for 6 months. I scan daily...
Comments? Questions?

Patch swaps out rutgers (not on the kde ftp mirror list) for
oregonstate. Also replaces ftp.informatik.hu-berlin.de (has most files
but they are marked unretrievable for months now) with another German
mirror ftp.fu-berlin.de. Fixes roughly 140 and 130 download failures
respectively.

What is the criteria for OpenBSD mirroring ports distfiles? I ask
because my most recent port survey found ftp.usa.openbsd.org missing 410

I can provide a detailed list of ports and files that are missing if

Attached patch swaps out the CPAN mirror ftp.cs.colorado.edu with
ftp.duke.edu. Colorado was averaging around 210 failures out of 504.
Duke edged out Univ of Chicago with only 21 and 23 failures out of 504.
On the GNU mirror front, ftp.leo.org is reorganizing and does not appear
