Have you tried 'lsusb' while being logged in as root?
Try to see if your modem is found and identified by Linux in the output.
However, I suggest you buy a NIC card. It would be much easier to setup.

Are you setting the ip's on the other machines statically? If not, you
can set up a dhcp server. Does this Siemens modem have an ethernet
connection? If so, there are plenty of howto's out there for this.

You have to configure your RH9 machine as a Gateway. This can be done
with iptables or ipchains.
You can check the following page for some scripts that will configure
your machine as a gateway.

My Conexant 56K USB Modem (HCF) works perfectly on Windows 2000.
During bootup, it lights up and after bootup the device manager
detects it, and my internet connection works fine.
However on linux it doesn't light up during boot, and neither does
the modem get detected. However usbview show
uture
endeavors, as well as http://www.qbik.ch.

Have you tried looking at http://www.linux-usb.org ? If you browse the
devices, there appear to be several USB modems that are functional.
Looks like you have to be using kernel 2.2.18...
