3.11.X versions are developer versions and are not stable. They will eventually
increment and be refined at which point there will be a 4.0 stable/production
release.
Its not abnormal to have bugs in development versions that are being worked out
and resolved.

You could setup your PBX in HA mode and run it as a single system.
Also, Clustering should be a reality in version 4.0 allowing for any
number of call processing servers... and better control over site
selection of gateways.

I solved my problem. It was a configuration issue that is related to SIP Trunk
gateway.
