Does Unidata have a way to log changes to Files or Fields in a file? If there
is, what mechanism turns this on or off?

Triggers would be one way, but beyond that I am not aware of anything.
As with any trigger, it does whatever you tell it to do (which could be to log
any change).
You could turn it on/off with a control record w/o having to actually play with
the trigger commands.

For Unidata the ED and AE editors are documented in the Unidata Commands
Reference. However the documentation is scanty. It tells you what they are
and how to start them but there is nothing about the functional commands within
the editors.

I tried to again go to the download link for the Universe PE. It lets me
fill out the registration form, but then nothing downloads, I just get an
email saying someone will contact me

To clarify, it appears that this happens for the Linux PE. The Windoze PE

For text files I like to use openseq and readseq. With embedded CR/LF's (which
are actually valid in a csv file) you would have to see if you needed to put
the lines back together. There were a couple of examples of reading csv files a
while back in CDP.
