The version from mplayer is not a fork. They have taken over the development of
libdvdread.
And a quick grep for DVDREAD_VERSION in the current source reveals that this
string is defined but not used anywhere. So I don't think it is significant.

You will have to create a VCD image using vcdimager and then burn it
with gnomebaker or brasero.
