The project was indeed complete: Ubuntu 12.04 is 100% translated in
Simplified Chinese.
Kyle was in charge of the project and can fill in the details if you
need more information.

David

We (~ubuntu-l10n-zh-cn) don't have the plan to organize translation for
this documentation of Oneiric, hence mark as Won't Fix in Ubuntu

I'm quite surprised that there are as many as 13% common strings between
ubuntu-docs/oneiric and ubuntu-docs/natty. Essentially ubuntu-docs in
oneiric is completely and entirely different to ubuntu-docs in natty. I
cannot comment on whether the approach used to produce this figure is
valid.

Mathew you were correct. turns out the 13% were almost all fuzzies,
which I thought I had removed but which, on closer inspection, are still
there.

Matthew, on your approach, I too downloaded your [1]. I applied the
current ubuntu-help pot to it, creating targeted.po:
msgmerge user-guide_zh_CN_gnome-user-docs-user-guide-zh_CN.po ubuntu-
help.pot -o targeted.po
Then, counted translations without fuzzies:
$ msgattrib --translated --no-fuzzy
Perhaps the switch to itstool broke the translations. We needed to do
that at some point to match upstream gnome-user-docs and it does give
the translators a bit more context.
Oneiric's Ubuntu Desktop Guide is mostly the same as GNOME's help and
largely the same as Natty's (a big change from
Mathew points out that oneiric zh_CN translations are 99.96% incomplete.
(Maverick was about 100% complete, so that's a significant regression.)
I think 13% of the translations from natty may still apply.
First, there are some 2644 translatable messages in oneiric:
$ cat ubuntu-help.pot | grep
Chinese translations of the Ubuntu Desktop Guide are 99.96% incomplete,
and for that reason can't be included:

Closing as not a bug in ubuntu-docs.

I know you have asked this of a specific individual, but in case he
isn't available I'll answer it anyway.
