I can't reproduce this error, when I try typing 12.08.2008 back into the
cell it changes the cell to date format and displays it as 12 / 08 / 08
instead of time as you mention.
If anyone else can reproduce this issue please let me know.
Thanks,
Chris Cheney

Thank you for taking the time to report this bug and helping to make Ubuntu
better. Unfortunately we can't fix it, because your description didn't include
enough information. You may find it helpful to read How to report bugs
effectively http://www.chiark.greenend.org.uk/~sgtatham/bugs.html.
I set the report to in progress.
Your workaround shouldn't cause any problem to either the RandR applet
or the g-s-d, therefore I think it would be ok to apply it.
We can ask upstream to adopt the patch and see how it goes. Do you want
me to do this or do you prefer to do it yourself?

Still having the same problem here, used the attached patch to work around it.
(Inspired by
http://patch-tracking.debian.net/patch/misc/view/libselinux/1.32-3/src/setrans_client.c).
Not sure if this is a valid solution.
** Attachment added: setrans_client.c patch
