Setting free shipping is same like creating a promo rule. So.. If you have
done that earlier then you already know the steps how to configure it. If
not, then just go to the promos in Catalog Manager, and configure a new
rule.

I understand that it is possible to enter a shipping rule to a particular
shipping method to allow, for example, free UPS Ground shipping for any
order over $100. I looked at the demo shipping rules and was able to creates
some simple rules, but I can't figure out how to create the condition for

Free shipping promotion is not working anymore. It has been deactivated
(see ShoppingCart.java[3270 trunk or 3200 release]). You may use a
shipment method free of charge instead...
