But the build should succeed anyway, i.e., I don't see JavaHelp absence
blocking the build from succeeding for me. So, I'd advise to try the build
again and if it fails post the error message here. The build should succeed
with later JDKs, but safest is to use JDK 8.

Need a bit more info. E.g., just tried on Mac OSX with the below and it
worked fine -- also provide a step by step scenario we can all follows,
otherwise we're all doing different things.
*Product Version:* Apache NetBeans IDE 11.0 (Build
incubator-netbeans-release-404-on-20190319)
*Java:* 1.8.0_
And if it's since last week (i.e, initially it worked and later not), maybe
remove the userdir and restart -- if that doesn't work, it's not related to
NetBeans but something in your operating system.

The ASF Board of Directors have just voted to establish the Apache NetBeans
project as a top level project. Congrats to us all, for the hard work and
dedication (and it only took 2 1/2 years)!
This is a public (binding) decision, so by means of this e-mail we are
officially sharing the go
NetBeans 10.0 does not support C/C++. You've probably installed plugins
from 8.2, or you must have, which may or may not work, i.e., you're using
untested features, and there's no promise that this will work.
