IE -- it's seems that for your "security" IE saves executable files as text

You didn't mention your os. In Linux, I use pdftohtml to
convert to .html, then open it in oo and edit.

OpenOffice can create, but
There are plenty of available PDF's readers. Adobe is normally the
selected one, but google for a full list.
If you want to edit PDF's, OOo cannot do that. Again there is some
software available that can do that as well - google will assist with
that as well.

solutions. Right now I am trying to get the pdf into openoffice. But I can
