Hi, iPhone 4S can be used with any carrier provided that it is unlocked, since it contains radio chips used by ATT/T-Mobile and Verizon/Sprint. ATT labels HSPA+ network as 4G and other carriers doesn't. The true 4G would be LTE, which the 5 would have it (thanks to LTE chips built on 4G iPad III).
