dictation sound is controlled by the Siri volume. You can adjust Siri
volume any time by asking it something and adjusting the buttons on the
side while the Siri voice is speaking.

Once you have a default voice, you can go to the rotor settings, under
languages, and add other voices that will be an option on the rotor under
language.
So, if you have Samantha as your default voice, you could add any other voice
