You know I am inclined to agree because I just did a little testing here and found that DN behaved as advertised and I got no audible notification in the lock screen. In fact I would suspect when DN is activated (whether manually or via schedule) you should not have any visual or audible alert s

OK, as they say, the plot thickens here. Firstly, I have Speak Notifications on the Lock Screen set to on, I have just checked twice. Secondly, my DND function works just fine, and Voice Over is not announcing anything to me when it is enabled. This perhaps could be one of those odd Voice Over
