Macintosh HD/System/Library/Caches
Macintosh HD/Users/*user*/Library/Caches
and
Macintosh HD/Library/Caches.
Move the contents of any of these folders to the trash (no need to
empty trash however). All files and folders within the cache folders
are safe

If you're seeing the menu bar and the dock, then the Finder is loading.
You might have a problem Desktop folder.
A couple of things I was going to suggest to try.
1) Create a new admin user account, log into it, and see if the
problem is resolved.
