I thought GNUWin32 had a tool to download (getnuwin32) all the latest tools here: http://sourceforge.net/projects/getgnuwin32 It seemed to work ok for me, though it takes up 200mb+ when you get everything. It does download bison 2.1 rather than 1.875, so you have to re-install the earlier bison.
