I know that we are looking at a different market so that our views may differ, 
but I view it backward. It's not that SOA needs governance, I view it as SOA 
helps create governance in an enterprise. It's not SOA failed because there 
weren't any governance, I see it as SOA initiative was not conducted 
successfully to help create governance. :-)

Enterprise governance is necessary to remain competitive, and I think most 
executives understand this. (It seems like I give more credit to business 
people.) The problem, however, is that many executives are are not able to 
successfully create an enterprise governance policies when working within an 
organization. So many EA initiatives failed because it was too difficult to 
form group consensus because each group did not want to bend their own policy 
for the common good - a lose lose situation. SOA can be used to alleviates this 
problem by levering technology to influence creation of enterprise business 
policies.

In all, making governance a prerequisite raises the hurdle while making 
governance an objective lowers it. I think the tools and our understanding has 
progressed over these years that we can begin to help these kinds of 
organizations. I think executives are trying their best - they just need some 
assistance to successfully execute what they really want to do and I think 
that's why we are here for. :-)
