According to Paul's comments, I made some code changes for
libsigsegv package porting.
The below is the 2nd round for web review:

Several additional points for helping review:
1) No man pages, *.3 files are newly created.
2) package has no other dependency and
usr/src/pkgdefs/SUNWlibsigsegv/depend is not needed.
