I for one, after I think I've located FLO, I shoot the FLO mark with a 
stationary laser...mark it on the shaft...and install it in the head on the 
lasered mark....I agree....it may not be dead nutz on to 0*, but it's very very 
close. When the epoxy sets, I check FLO again, with a small laser attached to 
the shaft near the ferrule [ also before I mark the shaft ] and project the 
laser on something that lets me see the laser horizontal movement. I don't 
build anything without FLOing them. It's what Dana taught me and it's what I 
do. I have found it's necessary to remove all tape from the butt end under the 
clamp, as the change in clamp diam may exert different levels of pressure. 
Sometimes I've found the FLO to have 'moved'.

I don't know, but I've built plenty of clubs that FLO'd when done.  And some 
that didn't.  And I did not take them apart to try to correct it.  :)
