I believe the reason is we dont own it... we share it.  UT owns only a share
of the bandwidth with the utexas government and A&M being other shared
owners.  I believe there was concern of UT eating up all of the bandwidth on
the Ds-3 line (since we have twice as much bandwidth of utexas and A&M
combined; so ive heard), so they put restrictions on it.  Im not too sure
about the restricitions, but I think they the DS-3 is used for only certain
types of return packets, no source ones (I could be way off here...). I
guess someone would have to ask to be sure, although I doubt you would get
the same answer out of two different ppl.   I guess you could then request
the information through the Information Act ... but then that would take
effort.
