A quick browse of
http://en.wikipedia.org/wiki/List_of_Internet_top-level_domains suggests
that matching on all domains ending with ".edu" will get you the US, and
domains ending with ".edu.[country]" would match in many other cases. There
are some exceptions though (eg Austria appears to be *.ac.at*), so it might
be a matter of picking through each ccTLD to produce a list.

If you want to get more specific (college/university/tertiary only), then
this approach won't be sufficient. In the absence of such a list you may be
able to crowd/outsource something.
