Using usernames for email addresses is the easiest way to deal with duplicate firstname.lastname options though. They happen far more often than you think, especially as some unis don't reuse email addresses.
For Australian universities, there's actually a service out there that most universities are part of that allows third-parties to verify a student's status. I can't remember the name right now, but Microsoft DreamSpark (the program that allows students to get Microsoft software for free) uses it. In fact, they have worked this out for a lot more countries as well so it might be worth digging around their site to see how they do it.
