There was this weird (and really stupid, IMO) tendency within the
Bangalore office of an internet company where I have worked, to "reward"
good people by moving them to the US. This accomplished the following,
among other things:

* Establish that the people who worked in Bangalore were those who
weren't good enough to go to the US, and really screw up morale as a result.

* Through sheer number of vacant positions available, result in people
being promoted beyond their current level of competence, which led to a
situation even more pronounced than you noted above.
