Yes and the "onsite carrot" is dangled in front of anybody who asks for
higher pay/appraisal rating, resigns, or in general is not a happy camper.

It was dangled quite profusely when I put in my papers at my first co. I
said that is not something I want since I've already stayed there for 4
years :). Working in an IT co in Bombay and the resulting long commute -
just couldn't take it anymore.

The funniest aspect of around a year there was that I never used to see my
roomate during the week - he had to be at work by 9.30 and used to come back
early while I had flexible timings. Both of us being in the financial
industry meant we worked Saturdays, and so Sunday is the only time we saw
each other. I wonder what those who are married or have kids are facing in
that city if they're working in IT....
