The same argument is often used in terms of : poor parents are negligent (cannot afford nutritious food) single parents are negligent (shouldnt you be married ) working parents are negligent (reasons above) same-sex parents are negligent (turn kids into homos) etc... fact of the matter is when you are a parent, people give advice on how you should be a better parent whether you want advice or not....in many cases people who have never had kids give you advice on how to be a better parent. concluding negligence is just another form of such advice :-)
