I've never heard of colloidal silver described like this before. So
use it, or toss it?

It means that the particle size is larger than optimum, and the
concentration is as well I suspect. You can toss it, or you could dilute
it down with some distilled water, and add a little hydrogen peroxide to
break up the particles. Use no more than 5 or 10 drops of 3% hydrogen
peroxide per 8 ounce glass of CS.
