You have sulphur in the air and silver will tarnish over a long period of
time, but there's no reason it would get into your CS water fast enough to
make any difference.
Wrap the silverware in Aluminum foil and salt water for a few minutes.
Rinse and dry, then store it in an air tight container.
Sulphur in tap water isn't uncommon...might want to final rinse with distilled.

There is no freekin way that silver is going to "tarnish" without any
source of Sulphur present.
