I forgot to mention. You cannot measure the conductance during or
immediately after the brew. The ions are not uniformly distributed, and
this will give you a false reading.

You have to pour the cs into your PETE storage container, then pour a small
amount into a cup, and measure that. The pouring will mix the ions so they
are more uniform, just like stirring the sugar and milk in your coffee.
