Only the silver that is exposed can be active.  Any buried inside a particle 
does not come in contact with
anything and thus is not effective.  Also since one silver particle can kill 
one pathogen, the more you
have the better.  Also it seems that at least one of the methods by which 
silver kills pathogens is by
catalytic oxidation, and a catalyst's effectiveness goes up with surface area 
then smaller will be
better.  In all cases since the amount of hidden silver goes down, and the 
amount of surface area goes up
when particle size goes down, there is good reason to believe that smaller is 
better.  Also smaller gets
absorbed through the stomach wall more easily.
