The phones need to be able to traverse NAT without an ALG. The server will need to have remote traversal enabled (enable nat traversal, not server behind nat).
The server, with a public IP address and no firewall, is a bad BAD idea. I wouldn't do that, no matter who I was. PLUS, all the phones calling each other from your office have to go outside, then back in to reach each other. It's a hugely wasteful cycle in so many ways.
