Compared with TeXShop, I'd have to say no.  I note the following:
Entering full-screen mode:
 - icon and keys: menu bar is gone, there appear to be
   bars (or sides of windows) on the sides of the screen;
   full tool bar visible
 - menu: menu bar visible, obscuring part of the tool
   bar; bars on the sides
Exiting full-screen mode with ESC is weird: slides back to previous window, 
with Skim's menu bar, but other apps' windows obscuring the (single) Skim 
window.

Also, the Skim window, as shown in normal mode, remains in the same place in 
full-screen mode, with the default(?) background visible behind it.  If I 
select "two page" mode, the Skim window remains unchanged but two pages 
(clipped) are shown.

Yes, given the above.

Normally don't use these, but I tried an anchored note.  Its icon is visible 
before, during, after the transition each way.  If the content of the note is 
displayed, transition to/from full-screen mode is inhibited.
